Town Manager's Report
This year’s Town Report for Fiscal Year 2006-2007 will once again show an increase in the fund balance which will enhance the financial stability of the Town of South Windsor’s finances. I want to thank the Town Staff and the Town Council in helping to put the policies and practices in motion which has produced a positive outlook for our Town. For most of us, the increases in the fund balance stem from good managerial practices by our department heads. They evaluate their budgets and provide under expenditures throughout the year. They do this by looking for other ways to deliver services or by getting outside revenue sources to accomplish those services. Additional revenues from our Building Department, Town Clerk, and from the collection of outstanding taxes were another major factor in providing a strong fund balance.
I want to thank all of our staff and volunteers who are constantly looking for ways to improve the delivery of services. Their attitudes have been cultured to constant training and use of Total Quality Management practices through their daily operations. This has allowed for the most cost effective delivery of services to the community while staying within our financial resources.
Every year we are also faced with many unfunded mandates from either the State or Federal Government. I would like to thank our local representatives, Senator LeBeau, Representative Aman and Representative Michael Christ for their continued support and work in keeping us apprised of some of the laws and regulations that will affect the Town of South Windsor. They have been very helpful in opening up doors so that our voices may be heard at the State Capitol.
As your Town Manager I will continue to monitor the Town’s Strategic Plan in order to make sure that the Strategic Initiatives will be accomplished so that we can keep a balanced community for South Windsor between residential, business, open space and recreational needs. With the help of the residents in approving some recent bond referendums we will be looking at some very key parcels for open space so that we can keep some of our working farms in place while at the same time keep areas in its natural state for us to enjoy.
These successful outcomes in this Fiscal Year could not have been achieved without the help of the Town Council, our Boards and Commissions and our Staff. They all provide enormous amounts of hours to the community they serve which has helped to make South Windsor a better place to live, work and play.
I would also like to thank our residents for the support that you have shown to the Town Government. Your support allows us to keep the quality of services at the levels that you are accustomed to by maintaining quality of life at the lowest and best effective cost that we can.
